Dr. Arun Kumar Panda is a retired Indian Administrative Service (IAS) officer from the 1984 batch of the Odisha cadre, with over 36 years of diverse experience in both the central and state governments. He has held senior leadership positions, overseeing policy and strategy formulation as well as programme implementation across various sectors. He completed his Masters in Political Science from Delhi University and PhD in Political Economy and Public Policy from the Department of Economics in the University of Southern California, Los Angeles, USA. Before joining the Government of India, he served in many senior positions in Odisha Government mostly in rural and urban development sectors. He served as Principal Secretary in Housing and Urban Development in Odisha. He worked in various verticals of Health Sector in Government of India and also as Mission Director, National Health Mission. He also served as Secretary to Government of India in the Ministry of MSME. He has served as a Member of the Programme and Project Evaluation Committee of the International Solar Alliance (ISA).
